A good share of what you read about ChatGPT ads goes stale within a few weeks. Articles written just a few weeks ago asking "when will it come to Turkey?" are already out of date. The platform is in beta and its rules get updated almost every week.

That's why I won't speculate in this guide. I checked every rule I mention against OpenAI's own help pages on September 27, 2026, and linked to each one. If something has changed, you can click the link and see the current version. I'll also flag the places where I'm not sure.

Does ChatGPT have ads? What are ChatGPT Ads?

That last sentence is the key to understanding all of this. On its ads help page, OpenAI states plainly that ads run on systems separate from the chat model and that advertisers have no way to shape, rank or change ChatGPT's answer. In other words, you can't pay to get ChatGPT to recommend you inside the answer. Your ad sits in a separate box right below the answer.

Being mentioned inside the answer is a different job, and it's called ChatGPT SEO. If you see an offer that blurs the two, be careful.

Who sees ChatGPT ads, and where?

ChatGPT ads are shown to Free and Go plan users in eligible regions, below the end of the answer. There are no ads on Plus, Pro, Business, Enterprise or Edu accounts, and no ads are shown to accounts identified as belonging to users under 18.

A few options families often choose for late October:

  1. 1.Kumsal Boutique Hotel — within walking distance of the beach, describes its family rooms in detail on its website
  2. 2.Zeytinlik Guesthouse — stands out for its quiet location and reviews

In the scene, the sponsored box starts where the answer ends and doesn't mix into it. According to OpenAI, deciding which ad to show weighs several things together: the topic and intent of the conversation, the ad's headline, copy and landing page, the context hints the advertiser provides, and, if the user has allowed it, some signals from their broader ChatGPT history. When more than one eligible ad exists, relevance and bid are weighed together.

There are also places where ads never appear. No ads are placed next to conversations on sensitive topics such as personal health, mental health and politics, and political ads aren't accepted at the moment. Advertisers in regulated areas like health and finance can advertise if they meet OpenAI's strict eligibility requirements. If you run a clinic or an insurance agency, I'd recommend reading the ad policies separately before you start.

Can you run ChatGPT ads from Turkey?

As of September 27, 2026, yes: businesses in Turkey can open a self-serve ad account. On OpenAI's Ads Manager country list, Turkey shows as "Available."

This is a very fresh change. In our news post on September 8, we wrote that Turkey wasn't on the list at that time. The list itself carries an "updated a few days ago" note, so the picture may have changed again by the day you read this.

Two details to watch. First, according to the list, the legal entity placing and paying for the ads has to be established in a listed country; the country you access ChatGPT from doesn't decide it. That's why, in a ChatGPT advertising plan, the first job is to settle which company the account will be opened under. Second, being able to open an ad account is not the same as your ads being shown to users in Turkey. OpenAI says ads are rolling out to users gradually in selected regions, but it doesn't publish a country-by-country list for the user side. When you set up a campaign, check whether Turkey appears in the target country options. I'd rather not speak in certainties until I've confirmed it in my own account.

How to advertise on ChatGPT, step by step

You advertise on ChatGPT by opening an ad account at ads.openai.com, getting your business verified, entering your billing details, and then creating a campaign, an ad group and an ad. The order on OpenAI's account setup and launching campaigns pages is roughly as follows.

Your first ChatGPT ad campaign

  1. 1Account

    Open and verify the account

You enter your business name, website, logo, industry, country, currency and time zone. Then verification questions come through Persona and your application is placed in a queue for review. This review can take a while.

  2. 2Account

Fix the display name and logo

Once the approval email arrives, you set the account name and logo the way they'll appear in the ad box. According to OpenAI, ads don't go live until this step is done.

  3. 3Payment

    Billing profile and card

You create a billing profile (business name, billing email, address) and add a credit card.

  4. 4Campaign

    Objective, budget, country

You choose the campaign objective (impressions or clicks), budget, dates and target countries.

  5. 5Ad group

    Topic and bid

Each ad group represents one topic or intent. This is where you enter context hints and the maximum bid (per click, in a click campaign).

  6. 6Ad

    Headline, copy, image, page

The recommended length is 16-24 characters for the headline and 32-48 for the copy. You add a square image and a landing page; the ad goes live once it passes review.

The step that tripped me up most is the last one. OpenAI allows up to 50 characters for the headline and 100 for the copy, but its recommended length is less than half of that. For anyone used to Google ads, that feels very short. On top of that, according to OpenAI's guide to creating ads, writing many headlines and copy variations that take different angles on the same offer makes it easier for the system to match the ad with relevant conversations.

There are two rules for the landing page as well. OpenAI recommends choosing a page directly related to the topic rather than your homepage, and the page must not block OpenAI's OAI-AdsBot and OAI-SearchBot crawlers. If your site has a setting that blocks AI bots wholesale, your ad can get stuck too. This is one of the rare places where the organic side and the paid side touch.

What is ChatGPT Ads Manager?

ChatGPT Ads Manager is OpenAI's ad dashboard. Its official name right now is "Ads Manager Beta," and it opens at ads.openai.com. Campaign setup, billing, team access and reporting all happen there. OpenAI says eligible business accounts can also start setup directly from inside ChatGPT; what people search for as "ChatGPT Ads Manager" is usually one of these two.

That last part matters. OpenAI says that in the setup flow inside ChatGPT, agencies opening accounts on a client's behalf isn't supported; the owner opens the account, and team members and the agency are invited from the settings. I think that's a good rule, because the account and billing stay in your name from day one.

How much do ChatGPT ads cost? Is there a minimum budget?

ChatGPT ads have no fixed price. In click campaigns you set a maximum bid per click, and bid and relevance together decide which ad gets shown. OpenAI's help pages don't state a minimum budget. This may change, so check the current limits in the dashboard when you open your account.

How the budget gets spent is covered on the FAQ page. The daily budget is an average. As long as you don't change the budget, spend can reach up to twice that amount in a single day, and up to seven times it over a Sunday-to-Saturday week. If you prefer, you can also set a single total budget for the whole campaign instead of a daily one.

One more detail. On the same page, OpenAI says that because the platform is at an early stage, there are no performance benchmarks yet across advertisers, industries or campaign types. So if someone gives you a firm number like "a click on ChatGPT costs this much," ask them how they know. I don't know. The platform itself says it doesn't know either.

ChatGPT ads or Google ads?

If your customer types their need into Google, Google ads make more sense; if they consult an AI while comparing options, ChatGPT ads make more sense. For most businesses the two aren't rivals; it's a question of order.

Google ads

  • The person searches for their need in a few words
  • Targeted with keywords and match types
  • Years of established measurement and benchmark data
  • The first stop if demand is already on Google

ChatGPT ads

  • The person has described their problem at length and is looking for options
  • Matched with the conversation's context and context hints
  • In beta, no benchmark data yet
  • Worth testing for products and services people buy after comparing

Now you might ask, "What would my customer even search for on ChatGPT?" I can't give you a general measure for that. But you can ask your own site for a hint: visits coming from ChatGPT's search answers show up in GA4 with the utm_source=chatgpt.com tag. If there's no traffic there at all, you may not need to rush.

Here's my suggestion: if you have a campaign that's working on Google, add ChatGPT next to it with a small test budget and compare the cost per lead of the two channels using the same yardstick. If you're a business that has never advertised, your first stop is most likely still Google. I covered its step-by-step setup in the how to advertise on Google guide; if you'd rather outsource the work, starting with a Google Ads agency carries less risk.

Are you ready to run ChatGPT ads?

The best way to tell whether you're ready is to go through this list before opening the account. If you get stuck on an item, handle that first; the campaign can wait.

Check the items; you'll see what you need to sort out before opening the account.

If you're setting it up yourself, the steps above are enough. If you manage several channels together, or don't have time to learn this new dashboard, you can set up the ChatGPT advertising process with us; the account is still opened in your name, and we become an invited team member.

Frequently asked questions about advertising on ChatGPT

If I advertise, will ChatGPT also recommend me in the answer?

No. According to OpenAI, ads run on separate systems and don't affect the answer. Your ad appears below the answer with a sponsored label; being mentioned inside the answer takes separate organic work.

Who sees ChatGPT ads?

Free and Go plan users in the regions where ads are live. Ads aren't shown on paid Plus and Pro plans, on business accounts, or on accounts identified as belonging to users under 18. They don't appear in temporary chats either.

Can an agency open a ChatGPT ad account for me?

According to OpenAI's setup page, the business opens the account itself and the agency is invited later as a team member. That means the account and billing stay in your name from the start.

Can businesses in health or finance run ChatGPT ads?

Yes, but OpenAI sets strict eligibility requirements for advertisers in these areas. On top of that, no ads at all are placed next to sensitive conversations such as personal health. Before you start, you need to read the ad policies as they apply to your industry.

When will I see my ad's performance?

According to OpenAI, impressions, clicks and click-through rate refresh roughly every 15 minutes, while spend data can lag by 7-8 hours. Spend showing as zero in the dashboard doesn't necessarily mean no charges have accrued yet.

What determines ChatGPT ad prices?

Your bid per click, the competition, and how relevant your ad is to the conversation. Since the platform hasn't published benchmark data yet, it isn't possible to quote a fixed unit price.
