Small Budget? Don't Run 5 Meta Ad Sets
Splitting the budget isn't "testing." It's putting all five in a position where none of them can learn.
Short answer
On Meta, an ad set needs roughly 50 optimization events in 7 days to exit the learning phase, and that number is counted separately for each set. Splitting a small budget across five sets creates five separate queues, none of which can learn. It's more efficient to multiply your cost per action by 50 to find your minimum weekly budget and start with 1 campaign and 1–2 ad sets.

50 events. Per week. Per ad set.
Meta wants roughly 50 optimization events for an ad set to exit the learning phase — in a 7-day window, separately for each set.
The result: A budget split across five sets means five separate queues. If none of them crosses the threshold, Meta runs all of them on guesswork.
Work out your own number.
5 MINUTESWrite three lines on a piece of paper. This, not your gut, tells you whether your budget is enough:
If it doesn't add up: If your daily budget is below this, the fix is clear: reduce the number of ad sets, or optimize for a cheaper event (a form instead of a purchase, a content view instead of a form).
A = your cost per action (e.g. $2.40 / ₺120) # converted at the TCMB rate of November 5, 2026: $1 = ₺50.05 B = 50 # learning threshold weekly = A x B # $120 / ₺6,000 daily = weekly / 7 # ~$17 / ~₺860Two setups.
Same budget, two different outcomes.
- The common mistake: 3 campaigns 5 ad sets 15 ads None of them can learn. Every edit resets learning.
- What works: 1 campaign 1–2 ad sets 3–4 ads Data builds up in one place. The system learns who converts.
Why: Meta's optimization needs volume. On a small budget, your only job is not to split that volume.
Wait without touching it.
7 DAYSA significant change to the budget, targeting or creative sends the ad set back into the learning phase. The only thing to do in the first week is wait.
- Don't change the budget by more than 20%.
- Don't touch the targeting.
- If you're adding a new ad, add it inside the set; don't open a new set.
- Don't decide to shut it off on day 3; there's no data yet.
If you see this: If an ad set shows "Learning limited" next to it, that set never crosses the weekly threshold. Merge it.
How to measure it
What should you look at?
Change your column layout for the first 7 days. Every metric other than these is noise right now:
- Cost per result (not per click)
- The ad set's learning status
- Frequency — if it's above 2, the audience has narrowed
- Likes, comments, reach
Let's be honest: This post isn't telling you to increase your budget. It's telling you not to split the budget you have. Those aren't the same thing.

Frequently asked questions
How many ad sets should I run on a small budget?
If the budget isn't enough for learning, one campaign, one or two ad sets and 3–4 ads are enough. The math: cost per action × 50 = minimum weekly budget; divide by 7 to get the daily floor for a single ad set.
When can I make edits after launching an ad?
Leave it alone for the first 7 days. Moving the budget by more than 20% or changing the targeting resets learning. During this period, watch cost per result, learning status and frequency; like counts are noise at this stage.
