What is ElevenLabs? Free plan, Turkish voiceover, pricing, voice cloning and commercial use

You paste your text into ElevenLabs and pick a voice, and you get an audio file read in a human-sounding voice; it works in more than 90 languages, Turkish included. From the same place you clone your voice, dub videos, transcribe recordings, and generate sound effects and music. The free plan gives you 10,000 credits a month (about 10 minutes of voiceover) but no commercial use; when you share, you must put "elevenlabs.io" in the title. A commercial license and instant voice cloning start with the Starter plan. The site and the iPhone app menus are not in Turkish.

What is ElevenLabs used for?

You paste text and pick a voice; ElevenLabs reads it like a person would. It's used for ads, promo and training videos, podcasts, audiobooks and YouTube voiceovers. In the same account you can clone your own voice, dub a video into another language, transcribe a recording, and generate sound effects or music.

Who it's for: content creators who need voiceover for videos, trainers, businesses making ads and promos, authors producing audiobooks or podcasts. There's also an API for people who code.

On the free plan you can't use the audio you generate for commercial work (ads, a monetized channel). This limit and the attribution requirement are covered in the "Commercial use" section.

How to download ElevenLabs and create an account (APK)

You can use ElevenLabs in your browser without installing anything. There are also iPhone and Android apps.

  1. Open elevenlabs.io and click Sign up. If you sign in with Google or Apple, no email verification is needed. If you sign up with email, you'll get a verification email; if it doesn't arrive, check your spam folder.
  2. You must be over 18. Usage policy: "You must be at least 18 to have an ElevenLabs account".
  3. You're placed on the free plan automatically. The free plan is open to everyone. The official page doesn't say whether a card is required at sign-up; don't enter a payment step unless you're switching to a paid plan.
  4. Access from Turkey is open. ElevenLabs only blocks regions on sanctions lists (Belarus, Cuba, Iran, North Korea, Russia, Syria, Crimea, Donetsk and Luhansk); Turkey is not on this list.

Files circulating as "ElevenLabs APK", "pro apk" or "full download" are not official. Paid features are unlocked by a subscription tied to your account, not by a file. Only download the app from the App Store or Google Play.

How to use ElevenLabs: your first voiceover

  1. Sign in at elevenlabs.io and open the Text to Speech screen.
  2. Paste your text into the text box.
  3. Pick a voice in Voices. Voice choice affects the result most, then the model, then the settings. For Turkish, pick a Turkish-speaking voice from the Voice Library.
  4. Adjust settings if needed, press Generate, listen, and download if you like it. Fix a mispronounced word by spelling it differently.
Ad spot (expressive reading)"[cheerfully] Hi there! This weekend, every coffee is twenty percent off. [whispers] Don't miss it."Audio tags in square brackets steer the delivery in Eleven v4 and v3. Eleven v4 doesn't support SSML; ElevenLabs itself notes that tags may not always be applied exactly.
Training video narration"In this lesson we'll first see how to create an account, then how to schedule your first post. Narrate each step in a calm, clear tone."Split long text into paragraphs and listen to each one; use the same voice and model so the voice stays consistent.
Studio for long text and audiobooks
  • Studio is a separate workspace for long content: you upload a book, a document (EPUB, PDF, DOCX, TXT, HTML) or a web page, assign different voices to chapters, and download MP3 or WAV.
  • It's on every plan including free (3 projects on free, 20 on Starter). Podcast creation (GenFM) is paid.
  • In Studio, regenerating the same text without changes is free at most twice.

The model interprets every sentence; numbers, dates and abbreviations can be misread. Listen from start to finish before downloading.

How to clone a voice and design a voice with ElevenLabs

Instant voice cloning
  • Unlocked with the Starter plan.
  • A clean recording of about 1-2 minutes is enough; more than 3 minutes usually doesn't help.
  • In Voices, the plus icon › Instant Voice Clone; you upload the recording, name it and confirm that you have the right and consent to clone the voice.
Professional voice cloning
  • Creator and up.
  • A custom model is trained on a longer recording (30-180 minutes); it is usually ready in 3-6 hours.
  • It's only for your own voice and requires verification; even with permission, you can't make a professional clone of someone else's voice.
Voice design (Voice Design)
  • You describe traits like age, accent and tone in a 20-1000 character description.
  • You get three voice previews and save the one you like.
  • Listed on the free plan card.
  1. Record one person speaking in a quiet room, in the same tone and at the same pace; no echo, music or background noise.
  2. As a file, MP3 at 128 kbps or higher is enough; WAV doesn't improve quality and can cause upload problems.
  3. If you want the clone in Turkish, record in Turkish; the model learns the accent from the recording.

Only clone your own voice or voices you have explicit permission for. Cloning a living person's voice without explicit consent is prohibited under the Prohibited Use Policy; recordings of people under 18 cannot be uploaded for cloning. The clone stays in your account and isn't exported as a file. This is not legal advice.

  1. Dubbing: On the Dubbing screen, upload audio or video or paste a link from YouTube, TikTok and the like; choose the target languages (each language is billed separately, and the amount is shown before you confirm). With Dubbing v2 on the web, files can be up to 2 GB and 180 minutes. On the free plan, dubbing is watermarked and the watermark can't be removed. Lip sync is not part of dubbing.
  2. Speech to text (Scribe): You upload an audio or video file and turn it into text; it gives word timestamps and speaker separation. Via the API, files can be up to 3 GB and 10 hours.
  3. Sound effects: You write what you want ("a door slamming in the rain"); the cost depends on the setting you choose, not on the text.
  4. Music: Generates music from text. On the free plan, sharing the music requires "Eleven Music" attribution; commercial use starts at Starter.
  5. Voice changer: Converts speech you recorded into a different voice. Whether it's on the free plan is unclear; check the plan table on the pricing page.

Dubbing and transcription are AI-generated; before publishing, check names, numbers and industry terms in particular.

How to get an ElevenLabs API key: is it free?

  1. Sign in and open Developers › API Keys from the left menu.
  2. Create a new key and give it a name. The full key is only shown at the moment you create it; after that only its name and last four characters are visible, so save it right away.
  3. By default the key is restricted: choose which features are enabled and set a credit limit if you like.
Try your first voiceover via the API (environment variable)› ELEVENLABS_API_KEY=<your-key>

The API is available on the free plan too, but on the free plan Voice Library voices cannot be used through the API. High-quality audio output (192 kbps, 44.1 kHz PCM) is on paid plans. API usage draws from the same credit pool; on Flash v2.5 the cost per character is halved.

Don't share your API key with anyone or write it openly in your site's code; anyone who gets the key can use your account as if they had your password. Deleting a key cannot be undone.

Which model? Eleven v4, v3, Multilingual v2 and Flash compared

ElevenLabs has several voiceover models. Reading the same text with different models gives different results. ElevenLabs recommends its newest model, Eleven v4 (September 28, 2026), as the better choice for most users, but still asks you to compare with your own voice and text.

ModelWhat it is for, per ElevenLabsSpeedLanguages and limit
Eleven v4Most expressive, highest quality; content creation, audiobooks, character voices; multi-speaker dialogueStandardMore than 90 languages; 10,000 characters per request
Eleven v4 TurboReal-time use: voice assistants, live conversationVery fast (~100 ms)More than 90 languages
Eleven v3Previous generation; expressive, dramatic readingStandardMore than 70 languages; 5,000 characters
Multilingual v2Consistent quality; most stable on long text; corporate video and e-learningStandard29 languages (Turkish included); 10,000 characters
Flash v2.5Fast and cheap; real-time apps, bulk generationFastest (~75 ms)32 languages (Turkish included); 40,000 characters
Which one to choose
  • Ads, video narration, audiobooks, characters: Eleven v4
  • If you want stability in long, plain narration: Multilingual v2
  • Lots of short texts, speed and low cost: Flash v2.5
  • Live voice assistant: v4 Turbo or Flash v2.5
Effect on voice clones

Eleven v4 carries the source voice's timbre and emphasis more faithfully than before; noise and flaws in the source recording also come through more. When generating in a different language, it aims for fluent speech in the target language and doesn't carry over the source voice's accent. You may like the voice better on v3; try both.

How to switch

Choose it by model name on the Text to Speech screen. The voice matters more than the model; if you don't like the result, change the voice first, then the model.

Things to watch

On Flash v2.5, numbers, dates and phone numbers aren't normalized by default and can be misread; Multilingual v2 is better for these. Eleven v4 has no Style or Speed setting and doesn't support SSML.

The pricing page doesn't separately say which model is available on which plan; you use whatever appears in your account's model list. Section checked on October 14, 2026; model versions change often.

The "What it is for, per ElevenLabs" column comes from the descriptions on ElevenLabs' models page. Latency figures exclude network and application time.

Is ElevenLabs free? Plans, credits and pricing

Yes, there's a free plan: 10,000 credits a month. In text to speech, 1 character is about 1 credit, so roughly 10 minutes of voiceover. The free plan has no commercial use. Credits are a shared pool across all tools: voiceover, speech to text, sound effects, music and dubbing all draw from the same credits.

Prices outside the US and in-app prices

ElevenLabs has no Turkish pricing page (elevenlabs.io/tr does not open); web prices are in US dollars. In-app purchase prices (Creator monthly and annual, and 30,000- and 60,000-credit packs) are set per country by the App Store and billed by Apple. The Turkish App Store listing shows two lines under the same name ("Creator Monthly") at different prices; the store page doesn't say which belongs to which package, so check the amount on the payment screen before buying.

Web prices exclude tax ("Prices exclude all taxes, levies and duties"); the tax amount is shown at checkout. Accepted payment methods: credit card, Apple Pay, Google Pay.

How do credits work, and what happens when they run out?
  • Renewal: credits renew at the start of each billing period, counted from the day you subscribed. On the free plan, unused credits don't roll over to the next month.
  • Rollover: on paid plans, unused credits roll over for up to two months (up to 3 times the monthly quota); they are lost if you cancel or downgrade.
  • Cost: about 1 credit per character for voiceover; speech to text about 330 per minute, sound effects about 200 per generation, music about 900 per minute, voice changer about 1,000 per minute, dubbing 2,000 to 10,000 credits per minute.
  • How do you earn credits? The official sources list no way to "earn credits"; credits come with your plan or (Creator and up) you buy extra credits. Reported by users This is the most common complaint in app reviews: once the free allowance runs out, you can't generate anything new.
  • Regeneration: credits are spent on generating, not downloading; under certain conditions (same text and settings) a limited number of free regenerations may be available, and the screen says so before you generate.

The pricing page shows a first-month discount for Starter and Creator valid until October 18, 2026; the promotion is temporary. With annual billing you pay for 10 months.

Does ElevenLabs support Turkish? Turkish voiceover, transcription, dubbing

Turkish voiceover (text to speech)YesYes. Eleven v4, v3, Multilingual v2 and Flash v2.5 all list Turkish in their official language lists. Just write Turkish text; the language is detected automatically from the text (there's no language picker on the web).
Speech to text (Scribe)YesYes. It works in more than 90 languages; Turkish is among the languages ElevenLabs lists as "Excellent" (a word error rate of at most 5 percent).
DubbingYesYes. Turkish is on Dubbing v2's language list.
Turkish voice cloningYesYes. You can clone your voice in the languages Flash v2.5 and Multilingual v2 support; Turkish is on the professional clone language list.
AccentPartlyThe voice determines the accent. If an English-speaking voice reads Turkish, you may hear a foreign accent. Pick a Turkish-speaking voice or clone your own voice reading in Turkish.
Website and iPhone app menusNoThe site is in English (the Turkish page doesn't open); the App Store page doesn't list Turkish among the app's languages.
Web app (dashboard) menu languageUnclearNot stated in official sources. Since the site is in English, assume the interface is in English; if the dashboard has a language setting, check it in your account.

The Voice Library has language-specific ("native") voices. If you'll be reading Turkish, type Turkish in the search and listen to the preview; the official sources don't say how many Turkish-speaking voices there are.

Reported by users On Ekşi Sözlük (a popular Turkish forum), when Turkish support arrived in 2023, some praised it for reading with every period, comma and stress in place; this is an old opinion, so listen with the current model yourself.

What happens to the audio and text I upload to ElevenLabs?

Model training

ElevenLabs uses some of the data you provide to improve its voice models (it says it doesn't use it to clone you or build an advertising profile). To turn it off, go to the profile icon › Terms and privacy › Data use and switch off "Improve the models for everyone". After you turn it off, your new data isn't used for training. Enterprise customers' data isn't used for training by default.

Voice data

The recording you upload is used to create a synthetic copy of your voice (a voice model). Professional clone verification asks for a recording to confirm the voice is yours; under some laws this may count as biometric or sensitive data.

Where data goes

Data may be transferred internationally. For the EEA, the UK and Switzerland, the data controller is ElevenLabs Poland in Poland; the official page has no separate KVKK (Turkey's Personal Data Protection Law) statement for Turkey.

Deletion

You delete your account in account settings. For data deletion requests, ElevenLabs' official "Data Subject Request" form is the only official route.

Sensitive data

Don't upload health records, card or bank numbers, or ID numbers to the service without ElevenLabs' written consent.

Before uploading client names, personal information or a private meeting recording, turn off the training setting and make sure you have the right to upload the recording.

Things to watch out for

The free plan is closed to commercial use: every free generation you share must have "elevenlabs.io" in the title ("Eleven Music" for music). For a monetized channel or an ad, switch to a paid plan first.

  • Don't clone someone else's voice without permission; the policy and the law prohibit it.
  • Don't hide that it's an AI voice; don't try to remove watermarks or traces.
  • Credits are shared across all tools: dubbing and music can be much more expensive than voiceover.
  • Unofficial APKs and "free credit" sites are not safe; they may ask for access to your account.

Can I use ElevenLabs audio in ads and on YouTube? (Commercial use and attribution)

In short: the free plan has no commercial use and requires attribution when you share; all paid plans include a commercial license. Content you generate during a subscription can be used commercially even after the subscription ends; content generated outside a subscription (before or after it, or without signing in) can't be used commercially and always requires attribution.

Allowed
  • Using voiceover generated on a paid plan in ads, promos, courses or a monetized channel (if you own the rights to the content and it complies with the policies)
  • Publishing audio generated on the free plan for non-commercial purposes, provided you put "elevenlabs.io" in the title ("Eleven Music" for music)
  • Continuing to use what you generated during a subscription after it ends
Not allowed
  • Using audio generated on the free plan for commercial purposes
  • Cloning or imitating a living person's voice without explicit, informed consent
  • Using content generated with beta services commercially or in production
  • Removing ElevenLabs' watermark or trace to hide AI content
  • Using the output to train another AI model
  • Some products such as music, sound effects and dubbing have extra conditions (Service-Specific Terms); check them before commercial use.
  • You're responsible for making sure the output doesn't infringe anyone's rights; don't generate with copyrighted text or someone else's voice.
  • If hiding that it is AI could be deceptive (ads, customer service), you need to tell the user.

Common ElevenLabs problems and fixes

What's happeningWhat to do
"Unusual activity detected. Free Tier usage disabled" warningIt appears on the free plan when a VPN, a shared IP (school, office, mobile network) or multiple accounts are suspected. Paid plans aren't affected; turn off the VPN and try from another network. ElevenLabs writes that once an account has been flagged, there's nothing it can do on its side.
Verification email doesn't arriveCheck your spam folder. Signing in with Google or Apple needs no verification. If that fails, write to support@elevenlabs.io from your account email.
Turkish text is read with a foreign accentThe accent comes from the voice. Pick a Turkish-speaking voice from the Voice Library.
Numbers, dates, phone numbers are misreadNormalization is off in Flash v2.5; use Multilingual v2 or spell the numbers out in words.
Credits run out very fastEvery generation uses credits; even long tests are deducted. Try a short section first, then generate the whole thing. If needed, a paid plan or (Creator and up) extra credits. Reported by users Running out of the free allowance is the most common complaint.
Dubbing won't downloadTry another browser, turn off ad and pop-up blockers.
My voice clone can't be usedA professional clone can't be used until training finishes (3-6 hours); if you drop below Creator, your existing professional clone stays in your account but can't be used until you return to Creator.
I see a payment attempt after my subscriptionMake sure you canceled before the end of the period; if you bought in the app, also cancel from the Apple or Google subscription screen.
My Default voices are goneElevenLabs is removing the default voices on December 31, 2026 and replacing them with new ones. Add any voice you like to your own collection before that date.

How to cancel an ElevenLabs subscription, and are there refunds?

  1. Sign in at elevenlabs.io, click the profile icon at the top right › Subscription › Billing.
  2. In Modify Plan: Cancel Plan › Proceed › Cancel Subscription.
  3. The cancellation takes effect at the end of the period; your account returns to the free plan and unused credits are lost. Before the period ends, you can undo it with "Resume subscription".
  4. If you subscribed in the app, cancel from Apple's or Google's "manage subscriptions" screen; deleting the app doesn't cancel the subscription.
Refunds

Help center: you get a refund within 14 days of payment if you haven't used any credits in that period; you write to support@elevenlabs.io from your account email with your reason.

But the Terms of Use say "if you cancel before the end of the period, fees paid are not refunded, and credit packs are not refundable". The two texts don't line up, so you need to write the refund request to the support team yourself. For in-app purchases, refunds are handled by the App Store or Google Play.

Is there an ElevenLabs student discount?

The official sources list no student-specific discount. Nonprofits and educational institutions can apply through ElevenLabs' Impact Program form. There's also a separate free subscription application for people with permanent speech loss from causes such as ALS. The pricing page also lists a Startup Grants program with 12 months free for startups. Conditions for applicants in Turkey aren't clear in the official sources; check the application page yourself.
