September 2026 · Monthly Roundup

In September, this blog published 17 Daily Radar posts. Most of them ended with a four-to-six-line "Today's Radar" table, and on top of that there were announcements I never covered in the daily posts at all. At the end of the month I put them all side by side. More than eighty headlines. When I asked how many of them require a small business in Turkey to do something differently this month, I was left with five.

The filter question is the same every month: after reading this news, does a business operating in Turkey have to change a setting, a budget or a routine? If not, no matter how interesting it is, it goes into the "What was overhyped" section below.

The interesting part this month is that three of the five land not on the last day of September but today, October 1. So this post is not just a slightly late roundup; it's also a bit of a to-do list.

Quick answer: The three most important developments of September 2026 for businesses in Turkey: on the WhatsApp Business API, service replies became paid from October 1 after 1,000 messages per number per month, and on accounts without a payment method, replies are no longer delivered; Google Ads moved campaign-level broad match and legacy automatically created assets to AI Max between September 1 and 30; and ChatGPT's ads dashboard opened to companies based in Turkey, but with no Turkish lira billing. Add to that the monthly link limit on Facebook and rank tracking tools going blind.

September 2026 timeline: September 1-30 automatic AI Max migration, rank tracking tools blocked since September 13, September 15-17 Meta One and the Facebook link limit, September 24 ChatGPT Ads Manager opening in Turkey and the Google September spam update, October 1 WhatsApp service replies becoming paid (image text in Turkish)

1. Replying on WhatsApp now counts

I'm putting this first because it started today and most businesses won't notice.

According to Meta's WhatsApp Business Platform pricing documentation (last updated September 10), free-form replies you send within 24 hours after a customer messages you are paid from October 1. Each business number gets 1,000 free replies a month, and unused ones don't roll over. Utility templates sent inside the window, such as order confirmations, are paid from the very first message; the 1,000 quota doesn't apply to them. [A]

In Turkey, the amount is small. Using the utility template price from the July rate card ($0.0009), I calculate that a number sending 10,000 replies a month pays roughly $8. That's my own inference from two official pieces of information; Meta hasn't published a Turkey-specific figure for service replies. The "WhatsApp is getting expensive" articles coming out of Europe point in the wrong direction for Turkey, and I covered this in detail in the September 27 post.

The real risk isn't the bill. Here is the sentence tucked into a corner of the documentation: if the account has no payment method on file, Meta delivers service replies until the 1,000 quota is used up, and then stops delivering them. [A] No error message. The customer gets no reply, and you only find out when a complaint comes in.

What to do: In Meta Business Suite, go to Billing and Payments and check whether your WhatsApp account has a valid payment method. If you use a Business Solution Provider (BSP), ask them one question: "If the balance or card runs out, do messages stop?" If you use the free WhatsApp Business app on your phone, you can skip this item; it doesn't affect you. If you have a chatbot or an AI assistant set up, now is also the time to merge flows that split a single answer into four bubbles; every bubble now counts separately.

2. The AI Max migration is done; now it's time to read the results

In last month's roundup I described this as a "timeline." The timeline has run out. Between September 1 and 30, Google automatically moved Search campaigns that had the campaign-level broad match setting and legacy automatically created assets (ACA) to AI Max for Search. [A] Dynamic Search Ads stayed outside this window; creating new DSA ad groups ends in January 2027, and the remaining ones will be migrated in February 2027. [A]

Which features were turned on during the migration depends on the campaign's previous setup: campaigns using broad match got only search term matching turned on by default, while those using ACA also got text customization on by default. [B]

Google's own figure: advertisers using the full AI Max package see on average 7% more conversions at a similar CPA or ROAS. [B] On the independent side, a compilation of 23 tests across 16 accounts paints a calmer picture: only 46% of the conversions shown as "incremental" in the campaign panel were actually new to the account; the rest were already coming from another campaign. [B]

In my view, that sentence is exactly what's on the Google Ads agenda for October. If conversions look higher in a migrated campaign, look at the account total first.

What to do: Compare the search terms report with the 90 days before September. Check whether a brand exclusion list is set up; AI Max reflects your existing setup, including its gaps. If you're in a regulated field such as healthcare, finance or law, check whether text customization was turned on by default. Details are in the September 11 post and on the Google Ads page.

3. The ChatGPT ads dashboard is open in Turkey, but the door is narrow

On September 8, I wrote "ChatGPT ads are in 52 countries; why not Turkey?" Sixteen days later, that sentence was no longer true. As of September 24, OpenAI's Ads Manager availability page shows "Available" next to Turkey; the list has 63 countries. [A] OpenAI didn't announce exactly which day Turkey was added. One changelog says September 16 [C]; what's certain is that it's on the list today.

The door is open, but narrow. Three things:

  • No lira. The minimum daily budget table lists 30 currencies (such as $25 USD and €15 EUR), but not TRY. [A] Your budget depends on the exchange rate.
  • Industry restrictions. Outside the US, hospitals, cosmetic procedures, dietary supplements, legal services and financial products such as personal loans are closed. [A] Some of the industries that spend the most on digital advertising in Turkey can't get through this door for now.
  • Your own country first. New accounts can initially advertise only in their own country; targeting abroad requires verification and a local spend requirement. [A]

Here's my contrarian take: I only half agree with "early movers win." OpenAI's FAQ clearly says delivery will fluctuate and formats will change during the beta. [A] It's hard to make a lasting decision based on the first two months of data.

What to do: If you're in e-commerce or software, open the account and start business verification; verification can take up to 7 business days. [A] The campaign decision comes later. Details are in the September 24 post and on the ChatGPT ads page.

On September 15, Meta launched Meta One globally, bundling Instagram, Facebook, WhatsApp and Meta AI into a single paid subscription. [A] In Turkey, business plans range from 259 Turkish lira (TRY 259) a month (Essential) to TRY 8,699 a month (Max). [C] Two days later, Social Media Today reported that a limit tested since December 2025 had expanded: Facebook professional accounts without a subscription are limited to two link posts a month. [B]

The news coverage focused on "how much does the blue check cost." What really changed is links.

But let me say this too. According to Meta's own report, only 1.3% of posts seen in the Facebook feed in the US carry an external link, down from 9.8% in 2022. [B] For most small businesses in Turkey, I think this limit isn't a loss but a diagnosis. Businesses that share more than two links a month and get measurable traffic from them are fewer than people assume.

There are also things we don't know. Meta hasn't said when the limit will reach Pages in Turkey. Two sources contradict each other on whether links in comments count. Links in ads, however, are not counted. [B]

What to do: In GA4, open sessions and conversions from facebook.com over the last 90 days. If they're small, do nothing. If they're large, save your two links for the two most important pieces of content of the month and turn the rest into native formats (image, video, text). For an e-commerce brand that wants clickable links in Instagram posts, the Advanced plan (TRY 869) can be a cheap test. On the social media management side, this was the most talked-about topic of September.

5. SEO data is blurry from three directions at once this month

This item isn't a single announcement; it's three events stacking on top of each other. Each looks small on its own, but read together, they mean a small business needs to change how it looks at its SEO report in October.

One: rank tracking tools went blind. Around September 13, Google became noticeably more effective at blocking bots that scrape search results and rank tracking tools. Nozzle said it lost 80% of its data, SISTRIX announced on September 16 that it was collecting at reduced speed, and rankings that didn't match across tools appeared. [C] Google's terms already prohibit automated queries for rank checking [A]; there's no official announcement, and I don't expect one.

Two: AI visibility is only half measured. On August 31, Search Console's generative AI performance report opened to all sites. It gives impressions, but not clicks or queries. [A] There's a study measuring a 33% drop in click-through rate in Turkey after AI Overviews launched [B]; so the gap is real, but one side of it is still in the dark.

Three: the spam update is still rolling out. Google started the September 2026 spam update on September 24 and said it could take up to two weeks. [A] This year's previous three spam updates finished in between 19.5 hours and three days; a window this long is a first. [B] The first sharp wave came over the September 25–27 weekend. [C]

In practice, this means: if your ranking chart dropped in the last two weeks of September, there are three possibilities. Your site really declined, your tool couldn't measure it, or the spam update affected you or a competitor. In the dashboard, all three look the same.

What to do: In the first two weeks of October, don't make site changes based on ranking data. Use the click and impression curve in Search Console as your baseline, and read tool data only after cross-checking it against that. If you work with an agency, ask: "Did the number of keywords we can measure this month change compared with last month?" Details are in the September 20 post and on the SEO management page.

What was overhyped

The ones that got cut. Some of them are topics I wrote about in the daily posts, so I'm cutting my own posts too.

The "ChatGPT is losing" narrative. In Comscore's September 22 report, ChatGPT's share of prompts fell from 70% to 50% in six months, while Gemini rose to 30% and Claude to 11%. [A] The number is right; the interpretation is overblown. The data comes from a US panel, and ChatGPT is still first by a wide margin; there's no Turkey breakdown. The part that calls for a change in behavior fits in one sentence: don't measure AI visibility in a single assistant. I didn't see the need to give it a separate item.

ChatGPT Sponsored Agents. The format, where clicking an ad hands the conversation over to the brand's agent, launched on September 16. [A] It's a pilot in the US with a handful of brands. There's nothing for a business in Turkey to do about it this month.

Shopping inside Google AI Mode. On September 22, Merchant Center sellers received "native checkout is now on" emails, and in Shopify the setting came turned on by default. [C] It's an important signal, but it only applies in the US, Canada and Australia. [A] If you don't sell to those three countries, it doesn't concern you right now.

The data that Copilot cuts clicks by 93%. The internal Microsoft data unsealed in the NYT lawsuit was striking: Bing Chat reduces clicks to news sites by 83–93% compared with classic Bing. [B] But we already knew the direction, and the sites measured were news publishers. Assuming the same rate for a product page or a booking form would be a mistake.

The Sora 2 API shutting down on September 24. A real problem for developers. But the number of small businesses using the API directly is very small; anyone producing video through an app probably didn't even notice.

What I'm watching in October

Not predictions; a watch list:

  1. The end of the spam update. The two-week window closes around October 8. I won't look at traffic and make decisions until the completion announcement arrives.
  2. WhatsApp's first paid month. Whether October invoices show that the service reply price in Turkey really matches the utility template price. If my inference is wrong, I'll correct it.
  3. Currency and industries in ChatGPT ads. TRY billing, or the opening of closed categories such as healthcare and finance, would make this channel truly meaningful for Turkey. When that will happen is unclear, and I'm not going to guess.

Frequently asked questions

I use the WhatsApp Business app on my phone. Will I be charged?

No. The October 1 change only covers WhatsApp Business Platform accounts connected through a provider or the Cloud API. The free app on your phone is outside its scope.

Can I revert my campaign that was migrated to AI Max?

Google's announcement doesn't describe a rollback option. What you can do is check AI Max's features (text customization, final URL expansion) one by one and keep your brand exclusions and negative keyword lists up to date.

Which industries in Turkey can run ChatGPT ads?

E-commerce, software, local services and education appear to be open. Outside the US, hospitals, cosmetic procedures, dietary supplements, legal services and financial products such as personal loans are closed. Healthcare and finance software, however, is allowed.

My rank tracker shows a drop. Is it real?

This month, it's hard to tell from the tool. Compare the same period with clicks and impressions in Search Console. If there's a drop there too, it's real; if not, it's most likely a measurement problem.

If you want to read this month against your own account

Which of the five items really matters to you depends on how your account is set up. If you don't use the WhatsApp API, item 1 doesn't apply; if you have no broad match campaigns in Google Ads, neither does item 2. If you want to read all your channels in a single plan, I explained where to start in the digital marketing guide; running it with a digital marketing agency is also an option.
